Russia Accused of War Crime After Drone Attacks Ukrainian Street Vendor

The footage, released by Ukrainian police and verified by independent news organizations, shows a remote-controlled drone actively pursuing a man around a delivery van used as a makeshift street market stall in the Tavriiskyi district of northern Kherson. The victim, identified in local media reports as a 52-year-old street vendor named Yurii, attempted to evade the hovering device by ducking behind his vehicle and holding up produce to signal his civilian status.

Despite his attempts to show he was unarmed, the drone dove directly toward him and detonated. Yurii survived the blast but sustained a concussion, blast trauma, and multiple shrapnel wounds to his legs and back, according to regional officials. His van was destroyed in the attack.

Writing on social media, President Volodymyr Zelenskyy argued that the footage demonstrated how Russia has gone mad and called for stronger security guarantees and international pressure against Moscow.

In a statement posted to Telegram, Sybiha described the drone deployment as a deliberate and systemic Russian strategy and labeled the drone pilot a sadist who knew precisely that he was targeting a civilian.

Ombudsman Dmytro Lubinets also weighed in on the footage, urging the global community to watch without looking away. Local authorities, including Kherson regional military administration head Oleksandr Prokudin, published a video interview with Yurii from his hospital bed, where the vendor detailed the terror of hearing the distinct buzzing sound of the low-flying craft over the open steppe.

UN Casualty Data and Wider Front-Line Violence

The release of the Kherson video coincides with a sharp, documented rise in non-combatant casualties across the country. In July, the United Nations Human Rights Monitoring Mission in Ukraine reported 1,396 civilian deaths and 7,978 injuries during the first six months of 2026. That figure represents a 37 percent increase compared to the same period in 2025 and more than double the recorded casualties from 2024.

United Nations monitors attribute the mounting casualty toll primarily to an intensification of long-range Russian missile and drone strikes hitting population centers far removed from active combat zones.

As urban centers in Ukraine absorb daily bombardments, cross-border drone warfare has similarly escalated inside Russian territory. Russian officials accused Kyiv of terrorism following a strike in the Black Sea resort of Gelendzhik that left seven people dead—including three children—and injured others.
