Shadow of Past Attacks

In September 2016, an Islamic State attack at the Roxas night market in Davao City killed 15 people, including Gerry Pendon’s brother-in-law. Pendon, a massage therapist at the market, recalls the event as the scariest moment of his life. Following the bombing, a five-month battle between the military and jihadist groups occurred in Marawi City.

Nine years later, concerns about IS have resurfaced with the investigation into the Akrams’ stay. Pendon, like other residents interviewed, expressed a sense of distance from the Bondi tragedy. “It won’t happen again in Davao,” he stated, expressing confidence in the city’s current security.

Investigation and Security Measures

A remembrance marker for the 2016 bombing stands at the night market, a stark contrast to the lively atmosphere. Emelyn Lorenzo, another massage therapist, believes the Akrams were tourists, not terrorists. Authorities have stated the investigation into their activities is ongoing and the reason for their visit remains unknown.

Lorenzo expressed confidence in the city’s security, attributing it to the hardline anti-crime policies of the Duterte family, who have long ruled Davao. At least four security personnel inspect bags at one entrance of the night market.

The Philippine government has refuted claims that the country served as a terrorist training ground for the Bondi suspects. While the nation has a history of unrest and ties between separatist groups and international jihadists, security officials say IS-linked groups are now small and weakened. National security adviser Eduardo Año confirmed the Akrams did not leave the city or receive military training while in the Philippines.

Concerns and Calls for Understanding

In Marawi, the site of fierce battles with IS-linked militants in 2017, residents are concerned that renewed terrorist labels could lead to increased securitization and bias against Muslims. Karlos Manlupig, executive director of peace-building NGO Balay Mindanao, emphasized the need to address socioeconomic and political factors that contribute to extremism while promoting tolerance.

Police are investigating the Akrams’ movements in Davao City, reviewing CCTV footage and tracing taxi trips. They are considering all possibilities as they piece together the pair’s activities during their four-week stay.
