Trump Announces $22.5 Billion Modernization Plan for Dulles International Airport

Washington Dulles International Airport is set for a massive transformation after President Donald Trump announced a $22.5 billion modernization plan on Wednesday, July 29, 2026. Joined by Transportation Secretary Sean Duffy and United Airlines CEO Scott Kirby in the Oval Office, Trump unveiled sweeping designs intended to overhaul the northern Virginia gateway. The project aims to address long-standing traveler complaints about the facility’s layout while leaving a lasting infrastructure mark on the national capital region before the president’s term ends in January 2029.

Eliminating the Infamous People Movers and Rethinking Terminal Transit

At the center of the renovation is the removal of the widely disliked mobile lounges known as “people movers,” which have shuttled passengers across the tarmac since the airport opened in 1962.

In place of the mobile lounges, the airport will install a new U-shaped passenger train, a central walking tunnel, and additional moving walkways. Trump, using a laser pointer during the White House briefing to explain renderings laid out on his desk, criticized the current layout, remarking that the crazy distances travelers must walk make it the worst airport.

Expanding Capacity With Five Million Square Feet and a Record-Breaking Garage

The project will add more than five million square feet of new or renovated space, replacing the current C and D concourses while preserving Eero Saarinen’s iconic original main terminal. Transportation officials also highlighted plans for an above-ground parking structure closer to the terminal. It’ll be actually the largest garage in the world, Trump said, noting that the facility will feature 32,000 parking spaces.

United Airlines, which handles about 70% of the traffic at Dulles, will play a central role in both operations and financing.

Funding Structure and the Path to Construction

Unlike federally funded public works, Transportation Secretary Sean Duffy confirmed that the project’s $22 billion cost will not require taxpayer money. The initiative will instead be bonded for $22.5 billion, with financing covered by the Metropolitan Washington Airports Authority and participating airlines. United is going to partake in part of the payment, but the airlines who participate in the project are going to pay for it, Duffy explained.

While some congressional approval remains necessary, officials are pushing for an aggressive timeline. Duffy stated that the administration hopes to start construction next spring. Timelines for completion vary, however; while Trump expressed hope that the work could be finished within two years, United Airlines noted in its press release that the overhaul will transform the airport over the next decade into a modern, world-class gateway.
