European Union leaders have agreed to task the European Commission with creating a blueprint for the EU mutual assistance pact, outlining how the bloc will respond if the treaty’s mutual defense clause is triggered.

Blueprint for EU Mutual Assistance Pact

The discussion focused on Article 42.7 of the EU treaty during talks hosted by Cyprus President Nikos Christodoulides. The move comes as the bloc navigates concerns over U.S. reliability and reports that the U.S. may be exploring ways to suspend Spain from Nato.

European Council President António Costa stated that the EU is currently “designing the handbook” for the use of the mutual assistance clause. Costa pointed to a recent “test case” in Cyprus following a drone strike on a British base.

During that incident, Greece, France, Italy, Spain, and the Netherlands mobilized military forces and equipment to assist Cyprus in defending against external attacks. The move coincided with criticism of the Royal Navy for having limited warships available for deployment.

The diplomatic shift follows statements from Donald Trump, who said he is “absolutely without question” considering withdrawing the U.S. from Nato. Spanish Prime Minister Pedro Sánchez has emerged as a vocal critic of the war in Iran while maintaining that Spain remains a loyal Nato member.

Diplomatic Efforts in the Middle East

Donald Trump is deploying Middle East envoys Steve Witkoff and Jared Kushner to Pakistan. The envoys will meet with Iran’s foreign minister, Abbas Araghchi, in Islamabad to resume negotiations to end a war with Iran that has lasted nearly eight weeks.

An appeals court has blocked an executive order from Donald Trump that sought to suspend asylum access. The order was a central part of the administration’s strategy to restrict immigration at the southern border.
