Vietnam Mobile Users: Biometric Verification for 100M

Vietnam is expanding the use of biometric identity verification nationwide, with a new regulation requiring mobile phone users to verify their data using facial recognition and other biometric checks. The initiative aims to combat fraud, strengthen digital trust, and ensure mobile numbers are linked to verified identities.

Vietnam Integrates Biometrics into Mobile Phone Registration

Mobile phone subscribers can complete the verification process through a telecom provider’s mobile app or website, in person at authorized service points, or via the national digital identity app, VNeID.

A draft circular released by Vietnam’s Ministry of Science and Technology (MOST) will require mobile network operators to authenticate subscriber identities against the National Population Database, with the regulation taking effect on March 1.

Under the proposed rules, active mobile numbers will be classified and verified based on registration documents, customer activity, and compliance with existing laws. Authentication for person-to-person communication will rely on electronic identification accounts and legally valid e-authentication services.

Facial biometric data will be cross-checked against the national database, requiring a match across at least four fields: personal ID number, full name, date of birth, and facial image. SIM cards will not be activated if biometric data does not match.

Authorities state the measures are intended to curb spam SIM cards and enhance security. MOST has already verified over 125 million mobile subscribers since 2023, standardizing 11 million records and blocking six million unregistered SIM cards. Despite this, unregistered and pre-activated SIMs remain available, prompting tighter controls.

Vietnam is joining approximately 20 other countries that mandate subscriber verification against national population databases. The Ministry is drawing on practices from the financial sector, which utilizes multi-layered eKYC processes combining text checks, biometric image verification, and document validation.

With over 100 million subscribers expected to undergo biometric verification, the initiative represents a large-scale national identity effort in the region.
