Federal authorities have ordered agents to halt the majority of vehicle stops conducted during immigration enforcement operations. This move serves as a direct response to a series of deadly encounters between ICE agents and drivers, according to El Economista.

The most recent incident occurred on Monday, July 13, in Biddeford, Maine, located approximately 24 kilometers south of Portland. In that encounter, an agent shot and killed a driver. Advocates for immigrant rights identified the deceased as a 26-year-old Colombian man who held legal work authorization in the country. This fatality followed another shooting involving ICE personnel in Houston, Texas, last week.

Escalation of Tactics and Lack of Oversight

Internal ICE data indicates that vehicle-related detentions in Maine alone had more than quadrupled since early June, reaching approximately 70 per day by the start of July. These operations are part of a broader campaign of mass deportations initiated after Donald Trump returned to office in January 2025.

The agency stated the agent opened fire while temiendo por la seguridad pública—fearing for public safety—as the driver attempted to flee. Officials have not detailed how the driver’s actions necessitated lethal force.

Unanswered Questions and Accountability Gaps

The absence of body camera footage has complicated efforts to reconstruct the events in Biddeford. In a separate incident on Tuesday in Florida, a 28-year-old man died after being struck by a tractor-trailer while fleeing from immigration and other federal officers.

The victim in the Maine shooting has been identified as 26-year-old Johan Sebastián Durán Guerrero. Outgoing Colombian President Gustavo Petro condemned the shooting as a targeted killing, accusing ICE officers of treating Durán Guerrero as an inferior being. DHS stated the officer fired after the vehicle attempted to flee, a detail that conflicts with earlier reports from Senator Angus King, who was told by the Homeland Security Secretary that the driver used his vehicle as a weapon. At least nine people have been killed by ICE since the crackdown began.
