Makerere University Launches Electronic Transcripts and Certificates System

Makerere University has officially launched a new system for electronic academic transcripts and certificates, marking a significant move toward modernizing its academic service delivery. The initiative allows graduates to access their credentials online and enables employers and other authorized parties to verify the authenticity of these documents digitally, provided they have the graduate’s permission.

According to Academic Registrar Prof. Mukadasi Buyinza, the system is designed to eliminate the historical inconvenience of graduates having to return to the university repeatedly to obtain certified academic documents. By shifting to an electronic platform, the university aims to enhance the security, credibility, and accessibility of its academic records while streamlining verification processes for graduates, employers, and other institutions. Broader Digital Transformation and Online Learning

The launch of e-transcripts is part of a comprehensive digital transformation strategy outlined in the university’s 2025–2030 Strategic Plan. Beyond digital certification, the university has fully institutionalized blended learning, which combines face-to-face instruction with online delivery across its various academic programmes.

Furthermore, Makerere University is currently developing fully online degree programmes. These initiatives are intended to allow students from anywhere in the world to study remotely and earn qualifications from the institution. University officials noted that these digital reforms are part of a commitment to adopting more efficient methods of education delivery while widening access to higher learning.

Transition to Competency-Based Education

In addition to digital infrastructure updates, Makerere University is preparing for a significant shift in its pedagogical approach. Beginning with the 2026/2027 academic year, the institution will roll out revised curricula aligned with the government’s directive to transition from theory-based instruction to Competency-Based Education and Training (CBET).

This curriculum overhaul is intended to equip graduates with practical, industry-relevant skills. By focusing on competencies, innovation, and problem-solving abilities, the university aims to better respond to the demands of the labour market and improve the overall employability of its graduates. As noted by Education News, this transition represents a departure from traditional instruction methods, focusing on what learners can demonstrate in practice.

Addressing Staffing and Institutional Capacity

During an update on the 2025–2030 Strategic Plan, Vice Chancellor Prof. Barnabas Nawangwe addressed concerns regarding the university’s workforce. He dismissed allegations that the institution is suffering from a shortage of lecturers or that it has frozen recruitment and promotions.

According to Prof. Nawangwe, the university currently manages approximately 32,000 enrolled students supported by roughly 1,400 teaching staff. This figure includes approximately 1,100 lecturers who hold doctoral qualifications. The university maintains a lecturer-to-student ratio of 1:21, which the leadership noted is well above the international benchmark of one lecturer for every 35 students.

Prof. Nawangwe emphasized that the high concentration of PhD holders has strengthened the university’s research culture and capacity. Regarding ongoing operations, he stated that the University’s Appointments Board has approved numerous appointments over the past year, including deans and heads of departments, to fill critical vacancies. While the university continues to experience retirements and natural staff attrition, leadership affirmed a commitment to replacing departing staff and attracting top talent to ensure the successful implementation of the strategic plan.
