Yet within weeks of its initial completion last month, the waterway was overrun by a thick algae bloom. Sections of the new bright blue coating began peeling away from the concrete floor, exposing underlying structural problems that quickly turned into a high-profile political dispute over the quality of government contracting.
Contasting Claims Over Vandalism Versus Substandard Repairs
President Trump blamed the deterioration on vandals, claiming a massive slash had been cut across the basin. Park Police, alleging that someone used a sharp knife or razor
to cut through new foam sealant and spread caulk across the floor while also tossing dozens of fence post caps into the water.
Independent critics and defense attorneys offered a sharply different interpretation, arguing that the peeling sealant stemmed from substandard application rather than malicious damage by citizens. Swimming pool consultant Steve Goodale noted that if the material failed to bond to the substrate due to any number of reasons, the entire system would ultimately fail, pointing to numerous technical pitfalls in commercial pool relining.
Criminal Charges Dropped Against Former Olympian David Hearn
Olympic canoeist David Hearn was arrested and indicted on a felony destruction of property charge related to a June 19 visit to the monument after investigators accused him of damaging the pool liner.
In a stunning about-face on Friday, the Trump administration dropped the prosecution against Hearn while acknowledging significant missteps in the initial repair process.
Hearn’s legal team stated via BBC News that the dismissal of the case today did not erase the abuse of government power involved in arresting and charging a patriotic American who had done nothing wrong, adding that the government’s approach was ready, fire, aim.
Online court records show at least three other individuals pleaded not guilty on Wednesday to misdemeanor charges accusing them of removing loose flakes of paint from the pool during separate visits to the National Mall.
Contractor Selection Under Scrutiny as Costs Mount
Financial questions continue to surround the overarching capital beautification initiative. Public records reveal that the pool project was awarded directly by presidential selection rather than through standard competitive government bidding as is typical for public works. Ohio-based Green Water Solutions received a $1.7 million contract for water purification systems, while Virginia-based Atlantic Industrial Coatings secured $14.7 million to repaint and waterproof the concrete floor as part of the multi-million-dollar undertaking.
Despite the high price tag, Interior Secretary Burgum confirmed that the administration will bypass new procurement bidding for the current fix, stating that officials will retain the original contractor. Meanwhile, Democratic lawmakers in the House and Senate are investigating the expenditure of taxpayer funds on the project to determine the full financial scope.
