The South Korean government officially introduced its strategy to introduce the Korean-style artificial intelligence (K-AI) model to developing countries through concessional Official Development Assistance (ODA). By providing comprehensive support that includes AI solutions, AI data centers, and power facility packages across various sectors such as water resources, healthcare, and energy, the government aims to support the growth of developing nations while simultaneously boosting the global expansion base for Korean AI companies.

This initiative functions as a comprehensive ODA business model. According to the Ministry of Economy and Finance, the government seeks to provide support by linking AI systems with infrastructure needs, ensuring that Korean technology becomes a foundational component of development in recipient nations.

Domestic AI Access and the ‘AI for Everyone’ Initiative

While the K-AI Package targets international markets, the government is simultaneously expanding domestic access to artificial intelligence. The Ministry of Science and ICT opened bidding on July 13 for a free, unlimited AI chatbot and public-service agent available to all citizens. This program, titled AI for Everyone, aims to provide a free, general-purpose AI chatbot using domestic models to all citizens within this year. By next year, the service will advance into AI agents.

The bidding requirements specify that at least 50% of the system must use domestic models. Selected companies will be provided with Nvidia B200 GPUs by the government. Applications for the project remain open through August 11, with a beta launch scheduled for September and a full launch by the end of the year.

Investment and Strategic Infrastructure Goals

To support these national goals, the government is mobilizing significant resources. The Ministry of Science and ICT is ramping up efforts to achieve goals in AI during the second half of 2026. Key projects include the establishment of AI data centers, physical AI, and K-semiconductors.

In addition to infrastructure, the government is prioritizing cybersecurity. Science Minister Bae Kyung-hoon announced on July 16 that South Korea will launch a sovereign AI model specializing in cybersecurity by the end of the year.
