Hanoi, March 12 (VNA) — Various measures will be rolled out by 2025 to refine science and technology organizations and perfect the legal basis for state management of science, technology and innovation.

The aim is to boost development to support the country’s socio-economic growth, Science and Technology Minister Huynh Thanh Dat told the Vietnam News Agency.

The minister said resources will be focused on intensifying research, transfer and application of science and technology for socio-economic development and protection of security and defence, to accelerate the digital transformation, green transition and circular economic development.

The sector will design solutions to mobilize society’s resources, especially scientific and technological development funds of enterprises for scientific research and innovation activities, he said, adding that synchronous measures will be applied to expanding the science and technology market, and start-ups and innovation ecosystems.

Huynh Thanh Dat stressed that the ministry will revise and complete the legal system regarding science, technology and innovation, to better adapt to current requirements in the field.

It will also propose new mechanisms, policies and laws related to public investment, public procurement and taxation to encourage scientific and technological developments, while promoting public-private cooperation in this field.

He said the ministry will connect with stakeholders to promote research and innovation to increase the productivity and efficiency of the economy, while creating breakthrough mechanisms in key economic regions to support development. socioeconomic.

At the same time, it will develop a plan for the science and technology system in Vietnam, linking science and technology organizations and enterprises, the official said.

The minister said that improving the basic technological capacity of the country and improving productivity and quality are one of the main priorities of decision 2667/QD-BKHCN approving the guidelines, objectives and science, technology and innovation tasks until 2025.

In order to achieve this objective, the ministry will effectively implement science and technology programs at the national level in accordance with the sector restructuring plan for the period 2021-2025 with a vision for 2030, with enterprises playing a central role in the transformation of science for commercial purposes. , he said.

Meanwhile, the ministry will continue to develop Hoa Lac Hi-Tech Park into a high-tech research and development center, a high-tech agricultural zone and a concentrated information technology center. This will speed up administrative reform and improve the quality of the business environment to ensure healthy, equal and transparent competition for all businesses and protect the interests of consumers, the minister said. – VNA
