The practice of illegal levies (extortion) and thuggery attracted the attention of President Joko Widodo (Jokowi) after hearing complaints from truck drivers while reviewing vaccines at the Jakarta International Container Terminal (JICT), Tanjung Priok, North Jakarta. The President immediately called the National Police Chief, General Listyo Sigit Prabowo, to resolve the illegal extortion practices that were troubling truck drivers in the area.
The police immediately moved in and arrested thugs in Tanjung Priok and other areas. Police later arrested more than 100 in various parts of Indonesia in the operation.
In Tanjung Priok itself, the Tanjung Priok Port Police managed to arrest 7 people including the extortion coordinator, Achmad Zainul Arifin (39), who is the outsourcing supervisor of PT Multi Tally Indonesia (MTI). Tanjung Priok Port Police Chief AKBP Putu Kholis Aryana said the suspect ordered the RTG operator to prioritize which trucks could take precedence or not. According to him, many of these actors work as crane operators at the site. The perpetrator then asked the truck driver for money to facilitate the loading and unloading process.
Meanwhile, the North Jakarta Police also arrested 42 people involved in extortion and thuggery outside the port. The reason is not only money, the practice of extortion also targets other property. General Chairperson of Indonesian Security and Safety (Kamselindo) (which consists of truckers) Kyatmaja Lookman stated that illegal extortion thugs in the port area often ask for cellphones, truck batteries and spare tires.
In fact, long before the complaints of truck drivers, Jokowi had paid attention to the issue of extortion and thuggery at the port. At the beginning of his administration, Jokowi and Vice President Jusuf Kalla made a new breakthrough through the launch of a legal reform package. Shortly after that, through a limited meeting chaired by Jokowi, it was agreed to establish an Operational Task Force for the Eradication of Extortion (OPP).
